Tools are obtainable from multiple sources, including reputation from mission vendors, the Cosmetic Shop, and as lucky drops. They, unlike most cosmetic items, cannot be broken down to apply a transmog effect in the Player Home. Instead, they need to be placed on the Toolbelt to function.
